Is there any way the planners’ decisions can be given some teeth?  And what happens in other regions?

We want to be involved in the planning process from a very early stage and want to know how we would go about doing this. Our local planning officer has said that he would be willing to hear suggestions of how we can be involved as he isn’t sure how to advise us in a formal manner.
