Enforcement of planning decisions

In our area (Warwick District Council) planning decisions are poorly enforced and the rogue developers get away with buildings and changes of use and multiple occupation for which they have no permission.

Is there any way the planners’ decisions can be given some teeth?  And what happens in other regions?

In Newark we have had some positive experiences simply by alerting the planners to breaches.  I think that in some cases they just do not have the time to check all the developments etc.

They will always plead lack of manpower but the job is not a popular one.

We find that they will pursue the cases they are likely to win and leave those that would require more persistence and possible court action.  Has anyone else this impression?
